Abstract: Issue-based unit teaching is a key vehicle for cultivating core competencies in senior high schoolAbstractideological and political education. Despite teachers' theoretical understanding, challenges remain in classroomimplementation. This two-year action research, conducted at Chongqing Xizang Middle School under a Chongqingmunicipal project, explores the translation of theory into practice. Findings indicate that effective implementationrequires restructuring textbook content, serializing issue-centered teaching procedures, and shifing to performance-based assessment. Drawing on practice in ethnic minority regions, the research proposes a "Three-Stage and Five-Step"operational pathway, providing a practical reference for curriculum reform in similar contexts.
