Abstract: In accordance with the spirit of the National Education Conference and the Notice onStrengthening Artificial Intelligence Education in Primary and Secondary Schools issued by the Ministry ofEducation, Luohe Municipal Bureau of Education regards educational digitization as a key breakthrough todrive the systematic reform of education and teaching. Adhering to the overall layout of top-level design.hardware infrastructure, teacher empowerment, classroom innovation, teaching-research reform and evaluationoptimization, the city has built a three-level linkage system of "municipality-county-school" and formed a whole-scenario intelligent education ecology covering smart classrooms, cloud-based teaching-rescarch platforms,AI innovation laboratories and five-education evaluation systems. By focusing on pilot demonstration, stratifiedteacher training, data-driven precise teaching and research, and interdisciplinary integrated practice, Luohe haseffectively improved teachers'digital literacy, optimized classroom teaching efficiency, innovatedteaching-research models and promoted students' comprehensive literacy development. Remarkable achievementshave been made in narrowing the urban-rural educational gap and cnhancing the overall quality of basiceducation. This paper systematically summarizes the practical experience, typical cases, implementation effectsand existing problems of artificial intelligence empowering education, teaching and rescarch in Luohe, and putsforward the future development direction of building a personalized teacher growth system, improving thecollaborative education system and upgrading the smart education "brain", so as to provide replicable andpromotable regional experience for the deep integration of artificial intelligence and basic education in China.
