The Policy Logic of Brand Building for Fujian's "Maritime Silk Road Institutes'
in the Context of High-Quality Development: From the Perspective of
"Needed-Value Education"

Itshould clearly outline the research objectives, methodologies, findings, and conclusions, Key components include:1) Research purpose and problem-solving objectives; (2) Specifie methods and techniques emplayed; (3)Achievements obtained; (4) Innovative aspects and practical value of the study.Against the backdrop of buildinga strong educational nation and pursuing high-quality educational development, "Maritime Silk Road Institutes'have become a crucial vehicle for Fujian Province to promote its regional vocational education brand andexpand educational openness. Grounded in the theory of "Needed-Value Education," this study employs theLDA topic modeling technique to analyze policy texts related to the construction of "Maritime Silk RoadInstitutes" in Fujian Province from 2021 to 2025. The analysis identifies five core policy themes: an industrydemand-driven integration system of education and production, the instinutionalization of international educationprograms, the enhancement of intrinsic quality and innovation in vocational education, a multi-stakeholdercollaborative goverance mechanism, and pathways for vocational education to "go global" and achieveinternational collaborative development. Theoretically, this study extends the application of "Needed-ValueFducation" from micro-level educational contexts to the level of educational policy analysis, Practically, it provides an empirical basis for policy design in building international brands for vocational education.
