[Abstract]In an era characterized by accelerating media convergence, the restructuring of traditionalmedia influence, and the urgent demand for high-quality regional development, a critical challenge hasemerged for journalism scholars and practitioners alike: How can Prefecture-level Party Newspaperstranscend the rigid stereotype of acting as a mere "megaphone"? Specifically, how can they achievethematic reporting that is sustainable, profound, and functional, thereby effectively serving localgovernance modernization and overall development?Focusing on the Sanmenxia Daily ' s"Entrepreneurship" series-strategically planned and published over five consecutive years from 2021to 2025 - this paper employs both a longitudinal diachronic analysis and a horizontal structuraldeconstruction. By systematically examining this representative case, the study aims to provide atheoretical framework and practical model for local Party newspapers in the new era. It explores how these outlets can uphold the mainstream public opinion front, innovate thematic reporting models, anddeeply engage in social governance.
