A Study on the Current Status, Challenges, and Promotion Strategies
of Social Enterprises in Macao

Abstract: As early as 2009, in response to the impact of the global financial crisis on the economic development and social livelihood of Macao, the Macao Special Administrative Region Government decided to “launch a ‘social enterprise’ program with local characteristics” ① . Thus, the previously little-known concept of “social enterprises” began to enter the public discourse framework of Macao. This article focuses on distinguishing its differences from market enterprises and NPOs, and whether it has the environment and conditions for the growth of social enterprises. Since the Special Administrative Region Government proposed “social enterprises”, the current situation and existing problems of social enterprise development in Macao, combined with Hong Kong’s experience, have been analyzed to propose countermeasures and suggestions.
