Abstract: Promoting the appropriate diversification of the economy is essential for Macao to resolvedeep-seated structural contradictions and ensure long-term prosperity and stability, with humanresources serving as its primary asset. From the perspective of cross-border collaborative governance,this paper systematically analyzes the evolutionary process and practical dilemmas of Macao's talentattraction mechanism by synthesizing New Institutional Economics, Spatial Economics, Push-PullTheory, and Collaborative Governance Theory. The study reveals that Macao's talent recruitment stillfaces significant barriers to factor mobility, constrained by high institutional transaction costs, locallabor protectionism, and administrative approval bottlenecks. As an institutional buffer zone, theHengqin Guangdong-Macao In-Depth Cooperation Zone possesses unique advantages for serving as a"talent reservoir" for Macao. Incorporating the latest talent recruitment data, this paper proposes policy recommendations-including establishing Macao-Hengqin linkage mechanisms, deepening talentinstitutional innovation, and co-constructing high-level platforms for entrepreneurship andinnovation-to overcome administrative and institutional obstacles. These measures aim to assistMacao in becoming a global hub for high-end talent and to support the sustainable and appropriatediversification of the regional economy.
