Abstract: Financial soft connectivity constitutes an institutional condition for the Greater Bay Area to move beyond channel-based interconnection. Taking Zhuhai's credit big-data laboratory and its credit products for Hong Kong and Macao residents as a case, this article examines how local credit infrastructure responds to cross-border credit barriers. The study finds that such barriers are not merelycaused by information scarcity; rather, they arise from weak connections among institutional, data,scenario and accountability interfaces. Through authorized verification, in-domain modelling,standardized credential output and scenario-based feedback, the Zhuhai model translatesheterogeneous credit evidence into verifiable and auditable credit results. The model helps reduce verification costs, supports the implementation of inclusive finance policies, and offers a practical pathway for improving regional credit governance.
