Measurement and Optimization Path of Coupling Coordination Degree of County
Cultural Tourism from the Perspective of Industry-Landscape-City Integration
--A Case Study of Qingzhou City, Shandong Province

Abstract: In the process of high-qualty development and transtormation of county cultural tourism,practical problems such as system imbalance and shallow integration are widespread. Based on theintegration framework of "industry-landscape-city" with ESG embedding, this paper uses the entropymethod and coupling coordination degree model to empirically measure the coupling coordinationlevel and dynamic evolution characteristics of the three systems of industry, landscape, and city inQingzhou from 2018 to 2025. The empirical results show that the integrated development of culture and tourism in Qingzhou City presents a deep V-shaped recovery feature as a whole, and thecoordination level has steadily entered the stage of high-quality coordination. However, the lack ofindustrial support and the weak urban carrying capacity are the two core shortcomings that restrict thedeep integration of the industry-landscape-city system. An ESG re-examination further reveals that thetraditional coupling coordination model may mask sustainable risks such as environmental overdraft,uneven social distribution, and governance institutional lag. The integration of culture and tourism isnot a simple industrial superposition, but a deep coupling and pattern reconstruction of the three majorsystems of industry-landscape-city at the value chain level. By strengthening cultural empowermentand infrastructure to make up for shortcomings, this model will help promote the upgrading of countycultural tourism industry and empower the high-quality development of local economy.
